<P>PROBLEM TO BE SOLVED: To provide browsing in layout that convenience of a user of an electronic business form is considered by reducing loads of redesign of a business form by utilizing design resources of overlay information used in a legacy system in the past. <P>SOLUTION: An electronic business form server open system 40 of an open system receives overlay information for defining ruled lines and fixed characters to be arranged in browsing from a computer of a legacy system 10 which operates in a different operating system, and stores the overlay information in an overlay information temporary storage section 42. In addition, the stored overlay information is converted into a form general-purpose to an open operating system by an overlay information form conversion processing section 44 and stored in an overlay information storage section 46.
