PURPOSE: A disaster occurrence alarm system and an alarming method using a smart phone are provided to offer systematic and comprehensive flood related information by mapping various GIS(Geographic Information System) data in a space of river. CONSTITUTION: A disaster occurrence alarm system comprises a plurality of smart phones(10), a wireless relay(20), a PC(30), internet(40), a web server(50), a database(60), and a web and mobile GIS server(70). The plurality of smart phones receives a disaster information service from wireless internet and comprises a GPS receiver for receiving GPS information. The web and mobile GIS server receives disaster warning position data and disaster information and receives location information from the plurality of smart phones which is subscribed to the disaster warning service. The web and mobile GIS server extracts a target smart phone by the disaster warning position data and transmits an emergency signal to the target smart phone. The web server provides the disaster information service to the PC by wired internet.
