PURPOSE: A hydroxyl group generating apparatus is provided to generate hydroxyl groups in water by finely pulverizing water molecules with ozone. CONSTITUTION: A hydroxyl group generating apparatus includes a magnetizing part(130), a mixing part(140), an ozone generating part(150), a hydroxyl group generating part, and a gas-liquid separating part(180). The magnetizing part magnetizes and activates water. The mixing part mixes the water from the magnetizing part and ozone. The ozone generating part generates ozone and supplies the ozone to the mixing part. The hydroxyl group generating part generates hydroxyl groups in the water by pulverizing the ozone dissolved water. The gas-liquid separating part separates hydroxyl dissolved water and the ozone.
