PURPOSE: Steel and a manufacturing method thereof are provided to prevent the rupture and cracking of a material due to rapid temperature rise in a charging zone or a preheating zone. CONSTITUTION: Steel(S) comprises C of 0.14-0.16wt.%, P of 0.03wt.% or less, S of 0.015wt.% or less, Ni of 0.05-0.15wt.%, Cr of 0.15wt.% or less, Al of 0.01-0.02wt.%, Nb of 0.035-0.045wt.%, N of 0.008-0.012wt.%, Si, Mn, Cu, V, and Fe of the remaining amount. The value of 45PSi+10PMn+115PCu+700PV is 130-160, where PSi, PMn, PCu, and PV express the respective contents of Si, Mn, Cu, and V.
