PURPOSE: An apparatus and a method for processing wire carbon fiber plasma are provided to extend the wire carbon fiber in a width direction and to enhance binding force of a wire. CONSTITUTION: An apparatus for processing wire carbon fiber plasma comprises: a winding unit(10) around which a wire carbon fiber is rolled; a wire extension unit(20) which receives the wire carbon fiber from a winding unit and extends the width of the wire carbon fiber in a predetermined width; a plasma processing unit(30) for processing the carbon fiber by plasma; a wire shrinking part(40) for shrinking the wire carbon fiber; a twisting unit(50) for twisting the wire carbon fiber; and a winding unit(60) for rolling the twisted wire carbon fiber.
