PURPOSE: A forming apparatus for an upper shaft of a steeling column is provided to prevent the degradation of durability of an upper shaft by preventing the thickening of the upper shaft after forming. CONSTITUTION: A forming apparatus for an upper shaft of a steeling column comprises a tray part which are arranged at the top of a main body(100) to receive a material for an upper shaft of a steering column and transfers the upper shaft material back and forth according to external pressure, three-way dies which are arranged to press the periphery of the upper shaft material from three directions to form a groove part, and a driving force transmission part which transfers a rotational driving force to one of the three-way dies.
