PURPOSE: A tension control device is provided to maintain stable system by simultaneously stopping a velocity control motor and a torque control motor. CONSTITUTION: A tension control device comprises a velocity control motor(10) and a torque control motor(20). The velocity control motor operates in a velocity mode. The torque control motor operates in a torque mode. When an emergent stop signal is inputted during the operation of the torque mode, the torque control motor is operated in a converted state from the torque mode to the velocity mode.
