<p>PURPOSE: A steel material for a pressure container and a manufacturing method thereof are provided to obtain a steel material with superior CTOD(Crack Tip Opening Displacement) at low temperatures. CONSTITUTION: A steel material for a pressure container comprises carbon of 0.03-0.09 weight%, silicon of 0.05-0.5 weight%, manganese of 0.5-2.0 weight%, copper of 0.01-0.5 weight%, nickel of 0.7-2.0 weight%, chrome of 0.05-1.0 weight%, molybdenum of 0.01-0.5 weight%, vanadium of 0.01-0.05 weight%, aluminum of 0.003-0.04 weight%, and iron and inevitable impurities of the remaining amount. The contents of chrome, molybdenum, and vanadium satisfy the following equation, 0.55 <=[Cr]+[Mo]+3[V]<= 0.9.
