PURPOSE: An apparatus and method for safely transmitting a push alarm message are provided to guarantee an alarm message transmission process between a push alarm server and a terminal. CONSTITUTION: A memory unit(205) stores the received push alarm message. A message management unit(204) manages the push alarm message stored in the memory unit. A control unit(201) receives the push alarm message received from the push alarm service providing server using a transmission and reception unit. The control unit transmits the received push alarm message to a portable terminal connected using a connection unit. When the portable terminal is disconnected, the control unit stores the received push alarm message in the memory unit.
