PURPOSE: A polymer electrolyte membrane is provided to improve performance of a fuel cell while improving mechanical properties and long term durability by mixing and using hydrophilic carbon-based material into a proton conductive hydrocarbon based cation exchange resin. CONSTITUTION: A polymer electrolyte membrane comprises hydrophilic carbon-based materials dispersed in a hydrocarbon-based cation exchange substrate having proton conductivity. The hydrophilic carbon-based material comprises carbon and oxygen, and consists of a layered structure. A manufacturing method of the polymer electrolyte membrane comprises: a step of dissolving the hydrocarbon-based cation exchange resin into an organic solvent; a step of dissolving the hydrophilic carbon-based material into water; a step of dropping the solution in previous step into the hydrocarbon-based cation exchange resin solution and mixing the same; and a step of casting and drying the mixed solution.
