PURPOSE: A sewage and wastewater purification apparatus and a method for the same are provided to improve the efficiency of sewage and wastewater purification by generating high frequency electromagnetic field to purify leachate or wastewater. CONSTITUTION: A sewage and wastewater purification method includes the following steps: sewage and wastewater are introduced into a pre-treating bath(S10); the sewage and wastewater in the pre-treating bath is introduced into a circulating pipe in a revolving magnetic field generating part by a circulating pump and is exposed to revolving magnetic field to be primarily purified(S11 to S13); the primarily purified sewage and wastewater is introduced into a reaction tank, and high frequency quantum field generated from a high frequency generating part is injected to the reaction tank such that the sewage and wastewater is secondarily purified(S14 to S17); the sewage and wastewater is re-introduced into the pre-treating bath; and the purification processes are repeated.
