PURPOSE: An independent discharge device controller and a shock absorbing electronic device controlled by the same are provided to normally discharge an electronic component, thereby improving reliability of a component inspected while shortening inspection time. CONSTITUTION: An independent discharge device controller(20) comprises a normal signal generator(21) and a normal data memory(22). The normal signal generator is input a process discharge signal which controls a discharge device from a process controller for controlling the process of an inspection device. The normal signal generator creates a normal discharge signal. The normal data memory stores normal discharge signal information and provides it to the normal signal generator according to the discharge signal.
