PURPOSE: A handcuff type communication line clamper and a communication line monitoring system using the same are provided to prevent an illegal communication line installation operation by generating a warning signal in real time. CONSTITUTION: A sawtooth type ratchet(111) is formed on one side of a rotary ring(110) and a shaft hole through which a rotation shaft passes is formed on the other side of the rotary ring. A first fixed ring(120) includes a shaft hole(121) and a body(122). A second fixed ring forms a rotation movement path of the rotary ring. A leaf spring movably supports a ratchet latch. A slide bar prevents the vertical movement of the ratchet latch.
