PURPOSE: A polarizing membrane and a polarizing film are provided to improve optical characteristics and durability. CONSTITUTION: A polyvinyl alcoholic resin film contains dichroism material. The polyvinyl alcoholic resin film is transferred to a longitudinal direction. A concurrent biaxial stretching device contracts the polyvinyl alcoholic resin film in a transfer direction(MD). The concurrent biaxial stretching device contracts the polyvinyl alcoholic resin film in a direction which is at right angle to the transfer direction.
