PURPOSE: A riser for a marine structure and a marine structure therewith are provided to collect low-temperature deep sea water and to improve energy efficiency. CONSTITUTION: A marine structure(1) with a riser comprises a marine structure body(30), a temperature difference generator(10), and a riser(20). The marine structure body has a surface water inlet hole(321) and a seawater outlet hole(322). Surface water(Wi2) flows into the surface water inlet hole. The seawater outlet hole discharges seawater(Wo) from the marine structure body to the outside. The temperature difference generator generates power using a temperature difference between the surface water and deep seawater. The riser comprises a drilling pipe, a lubricating oil recovery pipe, and a deep seawater pipe. The drilling pipe has a lubricating oil supply passage. The lubricating oil recovery pipe surrounds the outer surface of the drilling pipe and has a lubricating oil recovery passage. The deep seawater pipe surrounds the lubricating oil recovery pipe and has a deep seawater supply passage.
