PURPOSE: A memory access device of a video decoder and a method thereof are provided to minimize a memory access frequency required for motion compensation. CONSTITUTION: A checking unit(110) checks the size of each partition and a motion vector in a macro block in which motion compensation is performed. The checking unit determines whether to user a window which includes at least one partition according to the size of the partition. A setting unit(120) sets the window. The setting unit sets a burst mode according to the size of the window. An access unit(130) obtains reference frame data from an external memory(60) by the window unit.
