PURPOSE: A valve control device and an internal combustion engine with the same are provided to selectively control the opening or closing timing of an exhaust valve. CONSTITUTION: A valve control device(200) controls the opening and closing of an intake valve and a discharge valve(150). The valve control device selectively controls the opening and closing timing of the discharge valve. The discharge valve is opened by being pressurized. The device comprises a compressing tool and a space filling unit. The compressing tool is placed at a separate space from the discharge valve. The compressing tool pressurizes the discharge valve.
