PURPOSE: An anion-exchanging composite membrane is provided to have excellent chemical resistance, processability, mechanical property and low electrical resistance, to facilitate control of ion exchange capacity and ion conductivity, to have uniform ion exchange distribution. CONSTITUTION: An anion-exchanging composite membrane comprises a vinylbenzyl-based-styrene-based-olefin-based copolymer in which a quaternary ammonium group represented by chemical formula 1 is accepted. The copolymer is supported by a support selected from a group consisting of polyethylene, polypropylene, and polytetrafluoroethylene. The copolymer is obtained by copolymerizing 70-30 weight% of a vinylbenzyl-based monomer, styrene-based monomer, a crosslinking agent, and an initiator, and 30-70 weight% of olefin based additives.
