PURPOSE: A message transmission system and method thereof are provided to reduce unnecessary traffic between an SMSC(short message service center) and an HLR(home location register). CONSTITUTION: An MSC(mobile switching center) transmits a location information update request signal for a portable terminal. An HLR(300) determines whether the location of the portable terminal is converted based on location information extracted from the location information update request signal. An SMSC(200) updates the location information when the location of the portable terminal is converted. The SMSC transmits a message to a portable terminal based on the updated location information.
