A control device (260) of a smart meter which is set in each region provided with a power-generation facility and a power accumulation facility, comprises a storage unit (261), a selection unit (262), and a transmission/reception unit (263). The storage unit stores, with respect to each of other regions connected through a power transmission network and a communication network, an evaluation value relating to a load for electric power transmission from/to the other region, in association with the balance of the electric power in that other region. When the electric power balance of the control device's own region is less than a predetermined threshold value, the selection unit selects another region as a destination of a power transmission request, on the basis of the evaluation values and the electric power balances stored in the storage unit. The transmission/reception unit transmits a request to the region selected by the selection unit through the communication network, to transmit electric power from the region to the control device's own region through the power transmission network. Further, the transmission of the selection unit is cooperated with a switch so that the transmission request and the switch control are executed at the same time.
