<P>PROBLEM TO BE SOLVED: To provide a fixing device having a fixing belt with a resistance heating element layer, using less number of temperature sensors having a wide detection viewing angle, at a low cost, without reducing detection accuracy of an abnormal heat generation part of the fixing belt. <P>SOLUTION: Before warm up, power to generate temperature saturation at a temperature lower than a fixing temperature is continuously supplied to the resistance heating element later of the fixing belt, to create a temperature saturation section Ds where no temperature ripple occurs.
