<P>PROBLEM TO BE SOLVED: To reduce correlation between different metric values in a metric vector of a coding symbol. <P>SOLUTION: According to an embodiment, a decoder iteratively decodes a non-binary low-density parity-check (LDPC) code defined over an extension field. The decoder comprises a generator 103 and a dithering processor 104. The generator 103 generates a noise system.
