<P>PROBLEM TO BE SOLVED: To appropriately calculate a CRE bias value and a muting ratio. <P>SOLUTION: A radio-base-station-parameter calculating apparatus includes a parameter calculating unit which calculates a cell radius of a second radio base station device at which an average frequency usable efficiency per unit area is maximized and a muting ratio, in which a throughput per first unit frequency in an area where a first radio base station device provides a radio connection service, a throughput per second unit frequency in an area where the second radio base station device provides a radio connection service, and the average frequency usable efficiency per unit area, which is based on the muting ratio, are defined, and in which, as restriction conditions, defined are: an average frequency usable efficiency to be minimally satisfied which is lower between an average frequency usable efficiency for a radio terminal that connects to the first radio base station device; and an average frequency usable efficiency for a radio terminal that connects to the second radio base station device. <P>COPYRIGHT: (C)2013,JPO&INPIT |
