PROBLEM TO BE SOLVED: To provide a moving image coder, a moving image decoder, a moving image coding method, a moving image decoding method, and a program which are capable of improving coding performance while suppressing increase in processing load.

SOLUTION: A moving image encoder AA is provided with: a motion search and motion compensation part 1 which determines a motion compensation reference block using a motion vector in a conversion block; a suffix derivation part 2 which obtains one edge direction of the motion compensation reference block determined by the motion search and motion compensation part 1 and derives one of plural stored suffixes, on the base of the obtained edge direction; and a conversion part 3 which selects a base associated with the suffix derived by the suffix derivation part 2 from plural stored bases, and converts a motion compensation residue using the selected base.
