<P>PROBLEM TO BE SOLVED: To appropriately and effectively clean soil or ground water by easily and accurately predicting the aging change of chlorinated ethylene concentration, fungus body concentration, etc. and a cleaning effect in the case of cleaning soil or ground water using chlorinated ethylene decomposition bacteria of Dehalococcoides. <P>SOLUTION: A sample of soil or ground water is collected to make a preliminary test, and a prediction expression for the preliminary test showing the aging change of chlorinated ethylene concentration, decomposition product concentration and bacterium concentration is solved to determine the solution of a parameter. A simulation analysis is made to determine a parameter value so as to be adapted to the result of the preliminary test and to predict the aging change of chlorinated ethylene concentration and Dehalococcoides bacteria in the case of performing bioaugmentation-based cleaning for the underground in a region to be treated on the basis of a prediction expression for site treatment obtained by correcting the preliminary test prediction expression substituted with the parameter value, with a set value based on the geological conditions of the region to be treated.
