Disclosed are a method and device for transmitting downlink data. By applying the technical solution of the embodiments of the present invention, remaining MBSFN subframes are used for implementing scheduling and transmission of downlink unicast data transmission of a specific terminal device in a fixed transmission mode, so that high layer signaling is not required to be additionally added or amended while PDSCH transmission is implemented on an MBSFN, and the corresponding terminal device can still achieve the same power saving effect as the earlier version.
