<P>PROBLEM TO BE SOLVED: To provide an arc-resistant insulator having excellent insulation performance while suppressing a decrease in wear amount, and a breaker. <P>SOLUTION: An arc-resistant insulator 10 of an embodiment is arranged in the vicinity of an arc generated between electrodes.
