A device for producing composite particles and a process for producing composite particles are provided in which a modifier for modifying the surface charge of particles, such as a polymer electrolyte, can be added in a proper amount and operation efficiency and production efficiency can be thereby improved. The device is equipped with: a reservoir tank (1) for holding therein a liquid that contains first particles or second particles; a dispersed-state determination means (2) that determines the dispersed state of the particles contained in the liquid held in the reservoir tank; a dispersed-state memory means (33) which, after a modifier that modifies the surface charge of the particles contained in the liquid present in the reservoir tank is introduced into the reservoir tank, memorizes the dispersed state determined by the dispersed-state determination means; and an information output means (37) which, on the basis of the dispersed state memorized by the dispersed-state memory means, outputs information showing that the dispersed state of the particles contained in the liquid present in the reservoir tank is a desired state. |
