Disclosed in the present invention are a method and system for realizing an admission control, and the method comprises: a home base station or home base station gateway performs a service admission control for a first user, based on Closed Subscriber Group (CSG) information and/or Allocation and Retention Priority (ARP) information, or the CSG information, of the first user and a second user. By applying the invention, the guarantee of Quality of Service (QoS) can be provided for the CSG user to perform services, in the situation that shortage occurs in the use of authorized fixed network resource on the home base station.
