This device (16) comprises a platform (40) and a manifold (42), the latter being intended to be connected to a fluid tank. The manifold (42) comprises a length of rigid tube (50) defining a pipe (76) of approximately horizontal axis (X-X') and a length of connecting tube (52) for connection to a transfer line (22) connected to the length of rigid tube (50). The length of connecting tube (52) is permanently attached to the length of rigid tube (50) and is hinged to the length of rigid tube (50) to allow movement relative to the length of rigid tube (50) between: - a retracted rest position in which the length of connecting tube (52) extends entirely inside the inner edge (48); and - a first or filling position, in which the free end (86) of the length of connecting tube (52) projects out from the outer edge (48) of the support platform (40).
