<P>PROBLEM TO BE SOLVED: To provide a fuel cell capable of stably exerting high output. <P>SOLUTION: A fuel cell electrode 30 of the present invention comprises: a carrier 1 comprising carbon; a catalyst metal fine particle 2 supported on a surface of the carrier 1; and a phosphoric acid functional group provided on the surface of the carrier 1.
