<P>PROBLEM TO BE SOLVED: To allow an on-train control device of a train to surely detect whether train control information received on the train is original track circuit transmission information, in a train control information transmission system wherein non-insulated track circuits are mixed with insulated track circuits. <P>SOLUTION: When a train enters into a hemi-insulated track circuit becoming a boundary to an insulated track circuit from a non-insulated track circuit, transmission timing of a train control signal to the hemi-insulated track circuit is set based on its entry timing and transmission timing setting information set in an insulated track circuit adjacent to the hemi-insulated track circuit. A transmitter creates track circuit transmission data with train control information for controlling the train and train control detection data for detecting the train control information added thereto based on the train control information received from a terrestrial control device and the transmission timing setting information to be transmitted to the hemi-insulated track circuit.
