<P>PROBLEM TO BE SOLVED: To promptly hold a flow rate actual value in a flow rate target value when disturbance occurs or when the flow rate target value is changed by the increase or decrease of casting speed, and to prevent the occurrence of inferior quality of a cast slab by excess or deficiency in the amount of secondary cooling water. <P>SOLUTION: A deviation that occurs by the disturbance or the change of the flow rate target value is preliminarily calculated as a regulating valve opening correction amount and stored in a correction table 20.
