<P>PROBLEM TO BE SOLVED: To provide an inductor which provides both of an improved DC superposition characteristic and low DC resistance while satisfying a request for smaller and lower-profile circuit. <P>SOLUTION: The inductor built-in substrate includes a substrate 11 which chiefly contains magnetic material, a first coil 22 made from a conductor embedded in the substrate 11, a raised part 12 which chiefly contains magnetic material and is arranged at least on one surface of the substrate 11, and a second coil which is made from a conductor embedded in the raised part 12. The cross section area of the raised part 12 which is a flat plane parallel to the surface of the substrate 11 is smaller than the cross section area of the substrate 11. The cross section area of the second coil which is a flat plane perpendicular to the center axis of the coil is smaller than the cross section area of the first coil 22.
