<P>PROBLEM TO BE SOLVED: To generate a predictive image in which a predictive residual decreases, and realize a reduction in encoding amount or an improvement in image quality. <P>SOLUTION: For each block to be encoded, an image encoding apparatus 100 treats, as a subject, a region that has similar image signals in the block, and sets one pixel value representing each subject as a subject pixel value in association with a subject identifier. A subject map generating unit 105 generates a subject map in which subject identifiers indicate to which subject each pixel in the block belongs. By using the subject map, a predictive image generating unit 108 generates a predictive image for use in predicting the block to be encoded.
