<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus in which reduction of a code amount is achieved. <P>SOLUTION: An area division part divides a 3-dimension pixel block into multiple areas. A scan order determination part determines for each 3D-DCT coefficient data in each area, a distance D from a reference point on each focus surface image, and determines a scan order in the order of the size of the distance D. A runlevel conversion part may perform runlevel conversion to a string of the 3D-DCT coefficient data. An index conversion part may convert the runlevel to an index which is an identification number.
