PROBLEM TO BE SOLVED: To effectively manage whether to correctly move cash between an opening teller machine and a cash processing machine.

SOLUTION: An identification information addition part 120 adds transaction identification information to transaction start information that is received by a transaction start information reception part 110. A transaction information storage part 130 stores the transaction start information and the transaction identification information in association with each other. A transaction completion information reception part 150 receives transaction completion information showing the fact that movement has been completed from an opening teller machine 400 in association with the transaction identification information. When the content of movement stored in the transaction information storage part 130 in association with the transaction identification information received by the transaction completion information reception part 150 is matched with the content of movement acquired by the opening teller machine 400, a transaction completion processing part 160 instructs the transaction information storage part 130 to store movement completion information that shows the fact that the movement has been completed in association with the transaction identification information.
