PROBLEM TO BE SOLVED: To provide a transmission quality determination method capable of determining whether or not a predetermined transmission quality can be maintained as an optical signal is.

SOLUTION: In a transmission quality determination method of determining a transmission quality of a path that is set to an optical communication network system connecting a plurality of networks designed by different network design rules, transmission performance digitized depending on a network condition for each of the plurality of networks is preliminarily stored in transmission performance storage means. The transmission performance of each span depending on the network condition is acquired from the transmission performance storage means, for each span of the path that is set to the optical communication network system. The transmission quality of the path that is set to the optical communication network system is determined based on the acquired transmission performance of each span.
