<P>PROBLEM TO BE SOLVED: To provide a charging member that adheres well to a conductive support and an elastic layer, and exhibits less change over time in shape and electrical characteristics after long storage in high temperature and humidity. <P>SOLUTION: A charging member includes a conductive support, an adhesive layer with at least two layers formed on the conductive support, and an elastic layer formed on the adhesive layer.
