PROBLEM TO BE SOLVED: To allow a control program of a vehicle to be safely renewed with a simple operation.

SOLUTION: A rewriting control device 22 is detected whether or not a rewriting information storage device 13 storing the control program for renewal has been connected within a predetermined time from an authentication agreement result of a portable device 12 and an unlocking operation of a door of the vehicle 11. When the connection to the rewriting information storage device 13 within the predetermined time from the unlocking operation of the door of the vehicle 11 is detected, the control program to be rewritten, which is stored in the control device 23, is rewritten to the control program for renewal which is read from the rewriting information storage device 13. Thereby, for example, achieving application to the rewriting processing of the control program of the control device in the vehicle.
