PROBLEM TO BE SOLVED: To solve the problem not only requiring a recording time if the minimum unit of data to be recorded is large even though the data amount of management information to be recorded is small but also limiting the number of recordable times if a recording medium is WO (write once: writable only one time).

SOLUTION: Information recording is properly performed in a limited management region by allowing data recording in unit smaller than a normal recording data unit so that a user data region can be effectively utilized. In such a case, interleave applied to normal recording data is simplified, and data is formed by securing as much compatibility with signal processing of normal data as possible to perform signal processing.
