The present invention is provided with: an inductor; a first switching element; a second switching element; a control signal generating unit, which has a first reference voltage input terminal electrically connected to the other end of a first electrical storage cell, and a second reference voltage input terminal electrically connected to the other end of a second electrical storage cell, and makes the first switching element and the second switching element alternately perform on/off operations; and a voltage stabilizing circuit, which maintains a voltage difference between the first reference voltage input terminal and the second reference voltage input terminal within a predetermined range.
