The present invention relates to a polymer electrolyte used in a fuel cell and a manufacturing method thereof. The method for preparing the polymer electrolyte comprises the steps of: filling a cross-linkable ion conductor in a porous nano-web scaffold; and cross-linking the ion conductor filled in the pores of the porous nano-web scaffold. The method for preparing the polymer electrolyte uses a relatively small amount of an organic solvent, and can improve scaffold defects caused by solvent evaporation and improve processing convenience and the impregnation of the ion conductor into the scaffold.
