The present invention relates to a polyelectrolyte membrane that contains a sulfur-containing aromatic compound, which contains sulfur atoms having bonds with two or more carbon atoms and a lone electron pair, and a polyelectrolyte, wherein the sulfur-containing aromatic compound has concentration changes in the direction of membrane thickness. According to the present invention, a membrane electrode assembly with superior long-term stability and a fuel cell with superior long-term stability can be provided.
