PROBLEM TO BE SOLVED: To provide a vegetation water-retaining mat obtained by using a water-absorptive expanding body such as a water-absorptive polymer or the like excellent in water absorption and water retention so as to prevent bad influence due to expansion of the water-absorptive expanding body on the ground surface when expanding while aiming at drastic reduction in watering work and water saving. SOLUTION: The vegetation water-retaining mat 1 is laid under a vegetation layer 30 on which turfglass or other plants are vegetated, and obtained by superimposing a water-absorptive expanding body 4 absorbing water to expand, and a form-retaining body 5 forming an expansion absorbing space S into which the expanding part of the water-absorptive expanding body 4 invades.
