PURPOSE: A seal locking device for a paper carton is provided to prevent the separation of outer and inner clips from the paper carton when opening and closing a seal. CONSTITUTION: A seal locking device for a paper carton includes an outer clip(2), an inner clip, an insertion port(5), a jamming sill(12), protrusions(13), a handle unit(13), and a plurality of protrusions. The jamming sill is formed with curved and vertical surfaces on the lower side of the outer slip. Protrusions are located on both sides of the insertion port. The handle unit is vertically connected to the side surface of the insertion port and includes protrusions on the outer surface.
