The device has a screw extending along a reference axis and comprising a drum equipped with a thread. A locking body (1) is pierced by a tapping unit provided with another thread that is complementary to the former thread of the screw. A braking plate (16) comprises two braking strips (29) that are radially supported against a screw head (11). The braking strips and the screw head are arranged so as to slow down rotation of the screw in direction with respect to the braking plate, where the braking plate is interdependent of the locking body.
