PURPOSE: A delay-tolerant content transmitting device for a mobile P2P service and a method thereof are provided to download contents to a content requesting device through a wireless network having a fast transmission speed or an inexpensive wireless transmission charge. CONSTITUTION: A content meta information processing unit(301) searches for related contents by using meta information about the contents. A terminal state monitoring unit(303) collects state information about one or more content providing devices including the contents. An access network traffic monitoring unit(305) monitors traffic information about an access network. A content storage unit(311) transmits the contents to a content requesting device according to a content request.
