The device for controlling the connection of a plurality of battery packs of the present invention comprises: a switching unit equipped on a charge/discharge route of each of the battery packs, for selectively opening/closing the charge/discharge route; a first control unit equipped on each of the battery packs, for measuring the SOC of each of the battery packs and controlling the opening/closing of the switching unit; and a second control unit for receiving the SOC measurement value for each of the battery packs from the first control unit, grouping together the battery packs having the SOC value within a predetermined error range, selecting the group including the highest number of battery packs and connecting the battery packs inside the group in parallel, and allowing the battery packs connected in parallel to be charged or discharged so that the differences of SOC between the battery packs connected in parallel and the battery packs not connected in parallel are within the predetermined range, after which the battery packs not connected in parallel are additionally connected in parallel.
