PROBLEM TO BE SOLVED: To provide a porous heating element capable of effectively heating as well as thermally decomposing flowing gas, and of being used alone or in combination with other gas decomposition apparatus, and to provide a manufacturing method of the porous heating element and a gas decomposition element.

SOLUTION: The porous heating element is configured by including a porous heating part 2 having a porous heat generator 1 generating heat by energization as well as having a continuous pore 1b, and by including porous conductive parts 3, 4 feeding power to the porous heating part 2 as well as having a porous conductor 13.
